The Heritage Lighting Master Plan was commissioned to define a historic area and provide a destination attraction within the city of Toronto. The existing conditions were analyzed, and concepts and designs for streetscapes were developed. Specific strategies for implementation were developed to provide clear guidelines for future development and retrofits.

Several feature buildings were identified and individualized lighting recommendations were developed for them. Temporary lighting was installed for a few of these buildings as a pilot project to demonstrate the effect; this resulted in several property owners agreeing to take on lighting upgrades. The often theoretical lighting plan was able to translate into real world success, improving the fabric of the city by night.
